About Tofte
Tofte is built for Minnesota cannabis license holders and the people who work for them. After preliminary license approval and before the pre-license inspection, Minnesota's Office of Cannabis Management requires a Final Plan of Record (FPOR). Across every license type it runs to a stack of forms and a long list of questions, several of them standard operating procedures you write and stand behind.
Most businesses do not owe all of them. Which questions apply depends on your license type and the endorsements you hold. Tofte narrows the full set down to your list, shows each question in the state's own words with the state's own question number, and gives you one place to write and save your answers.
What is in it
Your questions. Your license type and your endorsements decide the questions you owe, and that filtered list is the first thing you see.
Answers drafted from your own documents. Upload your lease, your policies, your plans. Tofte drafts answers from what those documents actually say, with every sentence cited to the page it came from. Where your documents do not say enough, you get a flag naming the gap rather than invented text. You approve every word.
Procedures, versioned and approved. Your procedures are written and kept here in sections, with every version retained showing what changed, who changed it, and when. Approval is tied to the exact text approved, so editing approved words removes the approval rather than carrying it onto words nobody signed off on.
Training and certificates. The people who work for you are records here, without needing logins or email addresses. They complete courses in the product, attempts are scored, and each certificate carries a number, a score, and an expiry date. A certificate cannot be edited or deleted by anyone including you, and it stays on file after someone leaves. When it lapses the training comes back around.
Duties and logs. The recurring duties your license carries are laid out with due dates, grouped by what is late and what is coming, with the logs and evidence attached to the duty they satisfy.
Records you can export. Your Final Plan of Record package, procedures, team files, certificates, duty logs, and activity history all export as printable documents or spreadsheets, each carrying a stamp that proves the copy has not changed. One packet gathers what an inspector normally asks for.
Notices when a form changes. When the state rewrites a form, Tofte tracks the version and tells you what changed, showing what carried over and what needs another look.
It is not legal advice, and it does not submit anything to the state on your behalf. Minnesota's Office of Cannabis Management has 90 days to review a submission. Keeping the question set current is part of the job here.
Who builds this
Tofte is built by Sam Devine in Minneapolis. Before software, Sam owned a construction company and spent sixteen summers guiding wilderness canoe trips to Hudson Bay, which is where the name comes from: Tofte is a town on the North Shore that he has always loved. He got into the cannabis industry by creating and producing the Full Spectrum Cannabis show. A common theme over the years has been the lack of support for the industry and the mountain of documentation and regulations everyone contends with. Having seen people fight the Final Plan of Record with binders and consultants and struggle through building proper SOPs, he finally built the tool he wished they had. He answers the support email himself.
What comes next
Local rules are next. Cities and counties layer their own requirements on top of the state's, so Tofte is building those in jurisdiction by jurisdiction, starting with the largest. And as new states open their markets, Tofte will be ready for them when they come online.
