About Tofte

Tofte is built for Minnesota cannabis license holders and the people who work for them. After preliminary license approval and before the pre-license inspection, Minnesota's Office of Cannabis Management requires a Final Plan of Record. It is five forms, three of which are standard operating procedures, and 285 questions in total.

Most businesses do not owe all 285. Which questions apply depends on your license type and the endorsements you hold. Tofte narrows the 285 down to your list, shows each question in the state's own words with the state's own question number, and gives you one place to write and save your answers.

Getting licensed is only the first step, so the product does not stop at the forms. Your standard operating procedures are written and kept here in sections, with every version retained showing what changed, who changed it, and when. Approval is a deliberate step tied to the exact text approved, so editing approved words removes the approval rather than carrying it forward onto words nobody signed off on. Supporting files and evidence attach to the procedure they belong to.

The people who work for you are records here too, without needing logins or email addresses. For each person the product separates what Minnesota requires of everyone who works with cannabis from what is required because of your endorsements and your own published procedures, shows the rule behind each requirement, and shows whether it is current or expired and the date it runs out. A certificate is the proof an inspector asks to see. Each one carries a certificate number, a score, and an expiry date, cannot be edited or deleted by anyone including you, and stays on file after someone leaves.

Cannabis event organizer is its own Minnesota license type with its own Final Plan of Record, so operators who hold it get event management in the same product: sessions, speakers, a public event page, ticketing, and attendees. It is an optional module, and compliance can be bought without it.

It is not legal advice, and it does not submit anything to the state on your behalf. Minnesota's Office of Cannabis Management has 90 days to review a submission, and the forms change: the Site, Security, and Operations form was rewritten in May 2026 and the previous version was retired the following month. A saved template or a downloaded PDF goes stale when that happens. Keeping the question set current is part of the job here.
