Minnesota's Office of Cannabis Management asks 285 questions across the five Final Plan of Record forms, and three of those forms are standard operating procedures you have to write and stand behind. Then there is your team and the training Minnesota expects of them. If you would rather not face that on your own, we will go through it with you inside Tofte.

We do not give legal advice, we do not submit anything to the state for you, and we cannot promise how a review will go. Minnesota's Office of Cannabis Management has 90 days to review a submission, and that decision is theirs.
You can, and plenty of people do. The trouble is that the forms move. Minnesota rewrote the Site, Security, and Operations form in May 2026 and retired the previous version the following month, which means a saved template or a printed copy can quietly go out of date. Working from a live question set, filtered to your license and endorsements, keeps you honest about what you still owe. A downloaded form also does not tell you when someone on your team has training that is about to run out.
